In wholesale, a retailer buys stock from a brand upfront and owns it; in consignment, the brand still owns the stock in the store and is paid only when an item sells. Wholesale moves the risk of unsold stock to the retailer, while consignment keeps it with the brand.

The difference is who owns the stock and when the brand gets paid. In wholesale the retailer pays the wholesale price on agreed terms whatever sells; in consignment the retailer pays the brand a share of each sale and returns what doesn't sell.
In fashion consignment the brand places stock in a store, the store sells it at an agreed retail price, and the two split each sale at an agreed percentage. The store reports sales on a schedule, pays the brand its share and returns unsold stock when the agreement ends.
Wholesale is usually better for cash flow and simpler to run, because you are paid for everything you ship. Consignment can open doors at stores that won't risk buying an unknown label, but you carry the stock and the risk until it sells.
Take 10 bags with a $240 MSRP placed in one store. On wholesale at $110 the brand invoices $1,100; on a 60/40 consignment split it earns $144 per bag sold, so if 6 sell it receives $864 and gets 4 bags back.
Many brands sell wholesale as their main channel and use consignment selectively: for a new store relationship, a pop-up, or a high-value piece a store won't buy outright.
Consignment needs more administration, because you track stock by location, reconcile sales reports, chase payment and arrange returns. Put the split, the reporting schedule, the payment date, insurance and responsibility for damage in a written agreement.
No written agreement
Consignment without a contract leaves the split, the payment timing and damaged stock open to dispute. Agree them in writing before you ship.
Not tracking stock by store
Consigned stock is still yours, so you need to know where every unit is. Ask for sales reports on a fixed schedule and count the stock at the end.
Comparing per-unit numbers only
Consignment pays more per unit sold but nothing for unsold stock, and it pays later. Compare total cash and timing, not just the share per sale.

Net 30 terms mean the buyer must pay the full invoice within 30 days of the invoice date.
Sell-through rate is the percentage of the units a store received that it sold to shoppers within a set period.
